The issue of labels not being able to be opened and staying in the loading sequence is most likely due to an issue with the database driver. You can follow the attached article here to reinstall the Microsoft Access database engine 2010 from a fresh download, or follow the steps below to repair an already installed driver. This article will go through fixing loading issues caused by the Microsoft Access database engine 2010, but other drivers can be repaired in the same way.
1. Navigate to the Control Panel by searching "Control Panel" in your Windows Search bar.
2. Navigate to Programs > Programs & Features from the list of selectable options.
2. Find Microsoft Access database engine 2010 (English) from the list of programs. Right-click and select Repair, or just highlight the application and select Repair from the top bar.
The driver will then be repaired, and the software should now be able to open up the labels normally.
