In some situations you have to Stop the service and then Start it again in the License Service Controller for the program to refresh the maximum users that your license is allotted. (This example is done with version 2019)
 

1. Go to Start, All Programs and find the TEKLYNX Network License Manager folder. Expand the folder and launch the Network Toolbar.

2. In the Network Toolbar click on the License Service Controller button.

3. In the License Service Controller window, Stop the service.

4. Once it has stopped, give it a second or two, then Start the service again. It should now start and show the correct number of users.
