1. Go to File and select Properties. This can also be accessed by clicking anywhere in the label where it is blank and then right click and select "LabelName" Properties.

                                       

2. Go to the Review tab. There will be a message if the label still needs to be approved. Check the Approved box. Click OK.

Make sure to save the label after performing these steps. Any message that was appearing when the label was opened stating that it needs to be approved should no longer appear when opening.
