The label file was created in a later version or higher edition of LABELVIEW than the version you are currently running.
Your LABELVIEW software must be upgraded to the latest version or the same version and edition of which created the label.
There are other software's that can create a .LBL file extension as well. Therefore, that file may not have been created with LABELVIEW but another software all together.
