This occurs if the Microsoft Access Engine Database driver is missing. You'll see an error like this screenshot here.
Newer versions of Microsoft Office, (2013 or 365), will sometimes fail to install the appropriate OLE driver for the database connection. That driver is the "Microsoft Office Access Database Engine OLE DB Provider."
